WhatsApp users in India may need to change how they use the messaging app when new SIM-binding requirements take effect in 2027. The Department of Telecommunications (DoT) has directed certain app-based communication services, including WhatsApp, Telegram and Signal, to keep accounts linked to the active SIM card associated with the registered mobile number.

The government says the measure is intended to reduce cybercrime involving Indian mobile numbers, including phishing, impersonation and online fraud. Under the updated timeline reported in October 2026, affected platforms have until 31 December 2026 to comply with the requirements.

For users, the key question is straightforward: Will WhatsApp continue to work if the registered SIM card is removed from the phone?

Under the planned SIM-binding requirements, users may no longer be able to use WhatsApp on a device without the active SIM associated with their registered number. The exact user experience will depend on how WhatsApp implements the requirements.

What Is the New WhatsApp SIM-Binding Rule?

SIM binding is a security measure that connects a messaging account to the active SIM card associated with the mobile number used to identify or register the user.

Currently, users can often continue using a messaging account after removing its original SIM card, provided the account remains active and the app has internet access. This flexibility can be useful when switching phones or using a device primarily over Wi-Fi.

However, the DoT says this arrangement can also be exploited by fraudsters. Accounts may remain active even after their associated SIM cards are removed, deactivated or moved elsewhere, making it harder to trace the misuse of Indian mobile numbers.

Under the directions issued on 28 November 2025, covered communication services must ensure that the app remains continuously linked to the relevant SIM installed in the device.

The government has identified several services within the scope of its directions, including:

  • WhatsApp
  • Telegram
  • Snapchat
  • Signal
  • Arattai
  • ShareChat
  • Josh
  • JioChat

The requirements apply to the specified app-based communication services using Indian mobile numbers for user identification or service delivery. The precise implementation may vary by platform.

When Will the New WhatsApp Rules Take Effect?

The SIM-binding requirements were originally issued by the Department of Telecommunications in November 2025. The initial compliance period was subsequently extended following concerns about technical and operational challenges.

According to reports published in 2026, the updated compliance deadline is 31 December 2026.

The important dates are:

  • 28 November 2025: DoT issued the original SIM-binding directions.
  • 31 December 2026: Reported deadline for covered platforms to comply.
  • 1 January 2027: Expected start of the new requirements for users, subject to implementation.

The deadline refers primarily to platform compliance. It does not mean that every WhatsApp account will automatically be deleted or permanently blocked on 1 January 2027.

Instead, users whose accounts do not meet the new SIM-binding requirements may experience restrictions until the relevant SIM requirement is satisfied.

Users should monitor official WhatsApp announcements and government updates as the implementation date approaches.

Will WhatsApp Work Without a SIM Card From 2027?

The answer depends on whether the registered SIM remains available and active in the device running the app.

Under the planned requirements, WhatsApp may not continue operating normally on a phone if the SIM associated with the registered mobile number is removed, deactivated or no longer available as required.

Consider these examples:

Scenario 1: You remove your registered SIM

If you register WhatsApp using one mobile number and then remove that SIM from the phone, the app may no longer satisfy the new requirement. Access could be restricted until the required SIM is restored.

Scenario 2: You use WhatsApp over Wi-Fi

An internet connection alone may not be sufficient under the new rules. Even if your phone has Wi-Fi access, the app may also need to verify the presence of the registered, active SIM.

Scenario 3: Your registered SIM is deactivated

If your mobile operator deactivates the number associated with your WhatsApp account, you may face access problems under the new requirements.

Scenario 4: You keep your registered SIM active in the same phone

This is the arrangement most directly aligned with the stated requirement, although the final user experience will depend on WhatsApp’s implementation.

These scenarios describe the likely implications of the directions, not a guarantee of the exact behaviour of every device or account.

How Will the Rules Affect WhatsApp Web and Linked Devices?

Many people use WhatsApp Web or linked desktop devices to respond to messages while working on a computer. The SIM-binding announcement also addressed the risks associated with long-running web sessions.

In its original directions, the DoT required web versions of covered messaging apps to log users out periodically, no later than every six hours, and allow them to reconnect using QR-code linking.

However, subsequent reporting in April 2026 indicated that the government had moved away from a universal six-hour automatic logout requirement towards a risk-based approach.

Under that reported approach, sessions may be terminated when fraud or suspicious activity is detected, rather than every user being logged out at a fixed six-hour interval.

This distinction is important. Users should not assume that WhatsApp Web will necessarily log them out every six hours under the latest reported position.

The broader goal remains to reduce the misuse of messaging accounts through remote or unauthorised sessions. Users should check WhatsApp’s official announcements for the final implementation details.

What Do Dual-SIM and eSIM Users Need to Know?

The new requirements may raise questions for people who use two mobile numbers or an eSIM.

Dual-SIM phones

A dual-SIM phone can hold more than one mobile number. Users should identify which number is registered with WhatsApp and ensure that the corresponding SIM remains active and available as required.

Having another active SIM in the phone does not necessarily satisfy the requirement if it is not the SIM associated with the registered WhatsApp number.

eSIM users

An eSIM is a digital SIM profile that provides mobile network connectivity without a removable physical SIM card.

The official directions refer to the SIM associated with the registered number being installed in the device. The exact treatment of eSIM profiles and any technical verification requirements should be confirmed through the final implementation guidance from WhatsApp and the relevant authorities.

Users should not assume that an eSIM is excluded simply because it is not a physical card. They should also avoid assuming that every eSIM configuration will automatically satisfy the requirement without further verification.

People who change phones

Users who transfer WhatsApp to a new phone should follow the app’s official transfer and verification process. Keeping the registered mobile number active and accessible can help avoid problems during account migration.

Why Is the Government Introducing SIM Binding?

According to the Department of Telecommunications, SIM binding is intended to close a security gap that criminals can exploit when messaging accounts remain active without the associated SIM card.

Fraudsters may use Indian mobile numbers to impersonate officials, contact victims, send phishing messages or carry out investment scams. Accounts that continue working after the registered SIM has been removed or deactivated can complicate investigations and make misuse harder to trace.

The government says the requirements are intended to improve traceability and strengthen the security of India’s telecommunications ecosystem.

The measure is part of a wider effort to reduce cyber fraud and the misuse of mobile numbers in digital communications.

However, SIM binding alone cannot eliminate all online scams. Users must still be cautious with suspicious links, unexpected payment requests, unknown callers and messages asking for passwords or one-time passwords (OTPs).

What Should WhatsApp Users Do Before January 2027?

Most users do not need to panic or uninstall WhatsApp. Instead, they should review how their account is set up and stay informed as the implementation date approaches.

Here are some practical steps:

1. Keep Your Registered Number Active

Ensure that the mobile number associated with your WhatsApp account remains active and under your control.

2. Check Where Your Registered SIM Is Used

If you use WhatsApp on a phone that does not contain the registered SIM, review the arrangement and watch for official guidance about how the new requirement will work.

3. Review Your Linked Devices

Check the devices connected to your WhatsApp account and remove any that you no longer recognise or use.

4. Update WhatsApp Regularly

Install updates from the official Google Play Store or Apple App Store. Platform updates may introduce the verification or account-management changes required for compliance.

5. Follow Official Announcements

Check WhatsApp’s official channels and government announcements for details about rollout dates, supported devices and the final requirements.

6. Protect Your Account

Enable available account security features, such as two-step verification, and never share your OTP or account verification code with another person.

Will WhatsApp Stop Working on Android and iPhone?

The reported requirement is based on the relationship between the messaging account and its registered SIM, rather than on a particular phone brand.

Therefore, it could affect both Android and iPhone users if their account setup does not satisfy the applicable requirements.

There is currently no basis for concluding that all Android phones or all iPhones will stop supporting WhatsApp from January 2027 solely because of this rule.

The practical impact will depend on the registered SIM, the app’s implementation and the user’s device configuration.

People using older devices should continue installing supported updates where available and follow any compatibility guidance issued by WhatsApp.

Does SIM Binding Mean WhatsApp Accounts Will Be Deleted?

No. The directions do not state that every existing WhatsApp account will automatically be deleted.

The purpose of SIM binding is to keep accounts linked to the relevant active SIM. If an account does not meet the requirement, the app may restrict its functionality until the required conditions are met.

Users should distinguish between an access restriction and permanent account deletion.

Before taking any action, users should wait for official instructions explaining how WhatsApp will handle SIM verification, account access and linked devices.

Conclusion: What India’s New WhatsApp Rules Mean for Users

India’s new SIM-binding requirements could change how WhatsApp and other covered messaging apps work from January 2027. The objective is to reduce cyber fraud by ensuring that messaging accounts remain connected to the active SIM associated with their registered mobile number.

Users who rely on Wi-Fi-only access, remove their registered SIM or use WhatsApp on a device without that SIM may need to review their setup before the requirements take effect.

The compliance deadline has been reported as 31 December 2026, while the original proposal for mandatory six-hour web-session logouts has reportedly been replaced by a risk-based approach.

For now, users should keep their registered number active, review linked devices and follow official updates. The most important point is that the rule is intended to change how accounts are verified and accessed—not automatically delete every WhatsApp account.
