WhatsApp Business Messages to Go Paid Starting October 1

WhatsApp Business messages are becoming chargeable from October 1, 2026. Meta is ending free service messages on the WhatsApp Business Platform and introducing per-message charges. The change will affect businesses that use WhatsApp for customer support, automated replies and other customer communications.

Under the revised pricing structure, businesses will have to pay for service messages that were previously free. Utility messages sent within the 24-hour customer service window will also become chargeable. The new rules apply to businesses in India and other markets, with service-message rates varying by country.

Meta has also announced a payment deadline for businesses using WhatsApp through solution providers or direct integrations. Businesses that do not add a payment method by September 30, 2026, risk having their service messages stopped when the new charges take effect.

Here’s everything businesses need to know about the new WhatsApp Business pricing, the changes to messaging charges and how they may affect customer communication.

What Is Changing in WhatsApp Business from October 1?

Starting October 1, 2026, Meta will introduce charges for service messages sent through the WhatsApp Business Platform.

Previously, businesses could send non-template service messages for free. However, under the new pricing structure, these messages will become chargeable.

The change also affects utility messages. Although utility messages were already chargeable in many situations, those sent within an active 24-hour customer service window were previously free.

From October 1, businesses will have to pay for these utility messages as well.

The main changes include:

  • Paid service messages: Non-template messages sent by human customer support representatives or third-party AI solutions will become chargeable.
  • Paid utility messages: Utility messages sent within the 24-hour customer service window will no longer be free.
  • Market-based pricing: Service-message rates will match the existing utility and authentication message rates in each market.
  • Payment requirements: Businesses using solution providers or direct integrations must have a payment method configured to avoid service-message delivery interruptions.
  • Separate AI pricing: Messages generated by Meta Business Agent will continue to follow a separate, token-based pricing model.

These changes will affect businesses that rely on WhatsApp for customer service, order-related communication and automated responses.

Why Is WhatsApp Business Introducing New Messaging Charges?

WhatsApp Business has become an important communication channel for businesses that want to interact with customers directly.

Companies use the platform to answer enquiries, provide order updates, send notifications and offer customer support.

Previously, Meta allowed businesses to send service messages without paying a messaging fee. This made WhatsApp a useful option for businesses handling customer enquiries and support conversations.

However, from October 1, 2026, Meta is changing its pricing structure by introducing charges for these messages.

The new model will classify non-template business responses according to the technology used to generate them. Responses from human representatives or third-party AI solutions will be classified as service messages, while responses generated by Meta Business Agent will be charged separately.

As a result, businesses will need to consider messaging costs when planning their customer communication operations.

How Much Will WhatsApp Business Messages Cost in India?

Under the revised pricing structure, service messages will be charged at the same rates as utility and authentication messages in each market.

For India, the reported rate for utility and authentication messages is ₹0.115 per delivered message.

Businesses should therefore account for this rate when estimating their service-message expenses.

The main message categories are:

Message CategoryPurposePricing
MarketingPromotional offers, discounts and product announcementsExisting per-message charges apply
UtilityOrder confirmations, delivery updates and transactional notifications₹0.115 per message
AuthenticationOTPs and account verification₹0.115 per message
ServiceCustomer support replies and non-template responses₹0.115 per message

These rates are before applicable taxes. Meta Business Agent messages follow a separate token-based pricing structure.

Marketing messages were already chargeable before October 1. The primary change is that service messages and previously free utility messages will now incur charges under the revised rules.

What Are Service Messages on WhatsApp Business?

Service messages are non-template messages that businesses send in response to customer enquiries.

These messages can be written by human customer support representatives or generated by third-party AI solutions.

For example, when a customer contacts an online store to ask about an order, the business can respond with a regular text message.

Other examples include:

  • Answering customer questions
  • Providing information about products or services
  • Responding to customer complaints
  • Helping customers resolve issues
  • Providing assistance with existing orders

Previously, these service messages were free when sent during an open 24-hour customer service window.

From October 1, 2026, businesses will have to pay for these messages at the applicable service-message rate.

This change is particularly relevant to companies that handle large volumes of customer enquiries through WhatsApp.

How Will the 24-Hour Customer Service Window Change?

The 24-hour customer service window allows businesses to respond to customers after they initiate a conversation.

When a customer sends a message to a business, a 24-hour window opens. During this period, businesses can send non-template service messages in response.

For example, if a customer contacts a business at 10 AM, the business can respond using regular messages during the following 24 hours.

Previously, these service messages were free. Utility messages sent in response to customers within the open window were also free from July 1, 2025.

However, from October 1, 2026, both service messages and utility messages sent in response to customers will be chargeable.

The 24-hour customer service window will continue to exist. The main change is the pricing of messages sent during that period.

Businesses should therefore distinguish between the messaging window and the charges applicable to different message

categories.

What Is Changing for Meta Business Agent Messages?

Meta Business Agent is an AI-powered solution that businesses can use to interact with customers.

Unlike regular service messages, Meta Business Agent messages follow a token-based pricing model.

Meta introduced this pricing structure from August 1, 2026. The global rate is $2 per one million tokens, covering both AI processing and message delivery.

According to Meta, a typical message may use approximately 20,000 to 25,000 tokens. This translates to an estimated cost of around 4–5 cents per message.

However, the actual cost can vary depending on the complexity of the conversation and the number of tokens used.

For businesses in India, Meta Business Agent accounts use Indian rupees as their billing currency. The global rate is converted into INR using the daily exchange rate applicable when the message is delivered.

Meta has also clarified that businesses will not be charged twice for the same message.

This means businesses using AI-powered customer support should distinguish between responses generated by third-party AI solutions and those generated by Meta Business Agent.

What Happens If Businesses Do Not Add a Payment Method?

Meta has set September 30, 2026, as the deadline for businesses to add a payment method to their WhatsApp Business accounts.

This requirement applies to businesses using WhatsApp through a solution provider or direct integration.

According to Meta, businesses that do not have a payment method on file by the deadline will no longer have their service messages delivered once the new charges take effect on October 1.

This could disrupt customer support operations for businesses that depend on WhatsApp to communicate with customers.

Meta has also introduced additional payment options for eligible Meta Business Agent accounts.

Credit and debit cards became available on September 8, 2026, while eligible businesses can also use a credit line and receive monthly invoices.

Businesses using the platform should review their payment settings and ensure that their accounts meet the new requirements.

Will All WhatsApp Business Messages Become Paid?

No. The new pricing structure does not mean that every WhatsApp Business message will automatically incur a charge.

The charges depend on the message category and the applicable pricing rules.

Marketing, utility and authentication messages were already subject to charges in applicable situations. The major change is that service messages and utility messages sent within the 24-hour customer service window will now also be chargeable.

Additionally, the free entry point window remains unchanged.

Eligible messages sent within this window after a customer starts a conversation through a Click-to-WhatsApp advertisement will continue to have free message delivery.

However, Meta Business Agent messages may still incur separate AI token charges during this period.

Therefore, businesses need to understand which messaging category applies to their conversations rather than assuming that all messages have the same cost.

How Will the New WhatsApp Business Pricing Affect Businesses?

The new pricing structure could affect businesses differently depending on their customer communication requirements.

Companies that regularly handle customer enquiries, provide automated support or send transactional notifications may experience additional messaging expenses.

For example, an e-commerce business that receives a large number of customer enquiries may need to account for the new service-message charges.

Similarly, businesses that send order confirmations and delivery updates within the 24-hour customer service window will now need to include the applicable utility-message charges in their budgets.

Businesses using AI-powered customer support may also need to consider the separate token-based pricing of Meta Business Agent.

To prepare for these changes, businesses can:

  • Review messaging activity: Understand how many service, utility, marketing and authentication messages are sent each month.
  • Calculate messaging expenses: Estimate costs based on the applicable rates and expected message volumes.
  • Check payment settings: Ensure that the required payment method is configured.
  • Review AI solutions: Identify whether customer responses are generated by human representatives, third-party AI tools or Meta Business Agent.
  • Evaluate communication strategies: Review existing messaging practices and identify opportunities to manage unnecessary communications.

Understanding these factors can help businesses prepare for the revised pricing structure and manage their WhatsApp communication expenses.

Final Thoughts

WhatsApp Business is introducing a significant change to its messaging pricing structure from October 1, 2026. Meta is ending free service messages and making utility messages sent within the 24-hour customer service window chargeable.

The new rules will affect businesses using the WhatsApp Business Platform, particularly those that depend on the service for customer support, automated responses and transactional communication.

Businesses without a payment method configured by September 30 may also experience interruptions to service-message delivery.

With separate pricing for service messages and Meta Business Agent, companies will need to understand how their messaging systems work and account for the applicable charges.

As WhatsApp continues to evolve its business messaging platform, understanding these pricing changes will be important for companies that use it as part of their customer communication strategy.
